2 charged with shooting man in chest and torso, killing him

RHAWNHURST — Philadelphia police arrested two men for a deadly shooting in which a 23-year-old man was shot in his chest and torso.

CHARGED: Jerome Martin and Jonathan Collins, from Philadelphia Police Department

They say officers were called to the 1900 block of Stanwood Street in Rhawnhurst on Aug. 8 at about 8:13pm.

They found the victim, Jeffrey Sandine, who was taken to the hospital but pronounced dead about 30 minutes after the shooting.

CHARGED: Jonathan Collins, from Philadelphia Police Department

Last Thursday, Aug. 29, police made their first arrest: Jonathan Collins, 20 of Rhawnhurst.

He is charged with murder, possession of an instrument of crime, and three violations of the Uniform Firearms Act: being a former convict, not having a license and being on the streets of Philadelphia.

The next day, police arrested Jerome R. Martin, 27 of West Philadelphia.

He is charged with murder, criminal conspiracy, robbery, three violations of the Uniform Firearms Act — being a former convict, not having a license and being on the streets of Philadelphia — plus possession of an instrument of crime.
